A freak sandstorm hits the city right as BREW's bringing in a fresh batch of reinforcements--and screws with its routine, seemingly forcing it to dump some of the newcomers outside of the normal route. It's so bad that those stranded have to bunk at the Shibsen dorms for the night. Of course, said newbies are not pleased at being summoned to a sandpit.

There are new clues to the serial murder cases--a witness saw a young man and a costumed individual with one of the victims. A manhunt has been mounted for the first male, who was seen wielding the murder weapon.
